A. Maximum Debt Service Mill Levy: 5 mills, subject to adjustment as set forth in the
Service Plan.
B. Maximum Operations and Maintenance Mill Levy 5 mills, subject to adjustment as set
forth in the Service Plan.
C. Current Debt Service Mill Levy: 0 mills
D. Current O&M Mill Levy: 0 mills
E. The District shall not impose the debt service mill levy which exceeds 40 years after the
year of the initial imposition of such debt service mill levy except as provided in the
Service Plan.
F. The District may increase or decrease the mill levies to address statutory, legislative, or
constitutional changes that adjust or impact the assessed or actual valuation of property or
the assessment ratio pursuant to which taxes are calculated as set forth in the Service
Plan, and to address other factors such as price increases and market conditions.
G. The District does not currently have any general obligation debt but intends to issue debt
in the future.
H. The District is party to the following developer reimbursement agreements:

  1. Reimbursement Agreement between Percheron Park and Recreation District and Nor’wood Development Group, Inc., dated January 29, 2025.
    1. Term: Automatically renews annually
    2. Interest rate: 8%
  2. Facilities Funding and Acquisition Agreement between Percheron Park and Recreation District and Nor’wood Development Group, Inc., dated January 29, 2025.
    1. Term: January 29, 2045
    2. Interest rate: 8%
